In October 2016, Christine completed a 3-year tenure in a lead capacity managing the oversight of the United Technologies Corporation (UTC) Consent Agreement (CA) (U.S. Department of State) and the Deferred Prosecution Agreement (U.S. Department of Justice) under the auspices of the Special Compliance Official (SCO) and Independent Monitor. She managed on-site visits and the creation of site reports included in the semi-annual reports submitted to the Directorate, Defense Trade Controls Compliance (DTCC). In addition to overseeing UTC, Ms. McGinn has conducted merger and acquisition due diligence, multiple audits requested by the DTCC, developed international trade policies and procedures, conducted law firm training, and employee training and awareness. During the UTC CA, Christine's responsibilities included oversight of the company’s commitment to an enterprise compliance program across all of the Major Operating Units of UTC worldwide. Ms. McGinn conducted site reviews/assessments of UTC businesses, making recommendations through observations reported to the SCO and managed through completion. Christine was instrumental in the criteria for and development of a comprehensive review of a major defense acquisition program at multiple sites including visits to USAF field service locations. She also assisted in the supervision of one outside audit conducted in accordance with the requirement of the CA. Christine played a key role as a major contributor in the drafting and development of the audit criteria for the final audit plan approved by DTCC. She continued in a lead capacity with the SCO, supervising the audit.

Prior to IGTC, Christine held numerous licensing and compliance positions with increasing levels of responsibility. Christine was the Director, International Trade & Compliance (IT&C) for Cobham, where she served as the corporate empowered official with worldwide responsibilities for overseeing the IT&C function. Prior to Cobham, she was a Senior Project Manager & Governmental Program Executive at IBM, where she served as the corporate subject matter expert for ITAR programs, an associate at Booz Allen Hamilton, where she built the Export Control & Compliance Office – including policies and procedures from the ground up. She also worked with prime contractors Boeing and Lockheed Martin, managing complex import/export control and compliance programs at the business unit operational level, as well as at the corporate level. These positions included responsibility for multi-national joint venture programs. Christine was recruited by Boeing to assist with the implementation of the measures set forth under its Consent Agreement in 1998. Christine is a Licensed Customs Broker and has also worked as a designated freight forwarder in the U.S. for a foreign government, managing Department of Defense direct commercial and foreign military sales exports.

She is a proven integrator of cross-functional disciplines in international trade.
